Its very common in Rheinland. Had it a couple of times. It‘s all right but you can taste that horses are bot bred for flavour.
Minced raw pork (Mett or Hackepeter) is delicious. Germany has very very strict food safety regulations so it‘s completely fine to eat. It my sound weird to people from other food cultures but I would totally recommend trying it when you have the chance. Its surprisingly light in flavour so it goes well wirh lots of butter, rhye bread and onions. It is very common in germany and I never heard of anyone getting sick off of it. The french have delicious raw meat dishes like beef tartar which Usually comes mixed with raw egg yolk.
